Milk and Milk Product Cluster Project
With support of Ministry of MSME, Government of India HDF-cDAR has implemented the
Mayurbhanj Milk and Milk Product Cluster Project at Badasahi in Mayurbhanj District of
Odisha. While HDF-cDAR was the implementing agency of the project, the Institute for
Entrepreneurships Development (IED) of Government of Odisha was the Nodal Agency and
Foundation for MSME Cluster was the Technical Agency for the project. The basic objective
of the project was to promote the livelihood of the dairy farmers from survival mode to
sustaining mode by empowering them with skills, quality measures, establishment of Milk
Processing Plant, assisting them in marketing in a sustainable way.
HDF-cDAR executed the project in time and established the Milk Processing Plant, formed
the informal producer groups for milk production and provided them necessary training and
soft skills.
As per the guideline of the SFURTI scheme, the implementing Agency, HDF-CDAR after
commissioning of the Milk Plant in 2021 November handed over the project and all it’s
related businesses to the Special Purpose vehicle (SPV), i.e, Grow Green dairy Trust formed
for the purpose.
In 2022- 23 and 2023-24, HDF-cDAR provided all handholding supports in terms of soft
interventions like dairy development training, forming milk producer groups, village level
meetings of the farmers, marketing assistance, branding of the products etc.
The product like Milk, Ghe, Paneer, butter milk, lassi, khua, peda etc are being produced in
the milk plant. These products are branded with a unique name called. TOA. Toa is the
language of a Santali Tribe meaning milk. Since Mayurbhanj is a tribal district mostly
dominated by santal tribes, we branded opur products to give it an indigenous flavour.
Series of dairy development training were conducted during the reporting years involving
experts, veterinary doctors, social development experts, dairy technologists etc. There were
12 numbers of such trainings and 27 numbers of village level meetings during the two years
time. These capacity building programmes under the project enhanced the skill of the
farmers in milk production and their income as well.
